East Texas cattle rancher Hank Gilbert visited McAllen on Tuesday to announce his bid to become governor of Texas. Gilbert, a Democrat, is pictured with his 12-page K-12 education plan.
Gilbert proposes a free, online tutoring service be available to all Texas public school students.
